On January 16, 2014 the Centers for Medicaid and Medicare Services (CMS) delivered new   regulations and requirements for Medicaid Home and Community Based Services (HCBS). In order to be compliant, Illinois was called to develop and submit a Statewide Transition Plan.

On January 23rd, 2015, the state released its Draft Statewide Transition Plan for Compliance with the New Medicaid Rules. As part of the plan’s ongoing development, the State recognizes the importance of engaging stakeholder feedback and is now accepting input through various channels.

The Draft Statewide Transition Plan will be open for public comments via a webmail address for 30 days. Stakeholders also have the option of providing feedback through regular mail:

Illinois Department of Healthcare and Family Services
Attn Waiver Management
201 South Grand Ave East, 2nd Floor
Springfield, IL 62763.

In addition to written input, Regional Public Listening Forums will be held (schedule available below) which will provide stakeholders with the opportunity to voice their input on the latest Draft Statewide Transition Plan. The first listening forum is scheduled to begin on Thursday, January 29th in Champaign, Illinois and will be followed by five more forums taking place across Illinois. Lastly, on February 11th, the State will host the New Medicaid Waiver Rules Draft Statewide Transition Plan Listening webinar to further review the new rules and draft plan.

The public is strongly encouraged to attend one regional listening forum session as well as the listening webinar to ensure that their feedback is heard.
